What are What's new and the Welcome tour?
This answer covers the web app and the Android app. After an update that brings something new, What's new shows the highlights once you're signed in, after anything else the app needs to show you first. Each app only shows what it has. If you missed a few updates, their highlights are combined into one short run of up to four pages, newest first. If you've only just joined, you won't see it: everything is new to you anyway.
The Android app also has a Welcome tour; the web app doesn't. The first time you open 8nOut on an Android phone, before you sign in, it shows the basics in four pages: finding players on the map, connecting first, arranging a game and joining a City Ladder. It shows once on each phone. Tap Get started on the last page, or Skip at any point, and you're on the sign-in screen.
Nothing moves on by itself. Tap Next or swipe to go to the next page; in a browser, the arrow keys work too. Skip is always there. In a browser, pressing Esc or clicking outside the box works the same as Skip. On Android, going back does the same.
To see them again in the web app, open your Profile page: What's new sits just below the Help link. In the Android app, open Settings: What's new and Welcome tour sit just below Help. What's new only appears when the version you're using has highlights to show, so at times you won't find it. Opening them again doesn't change anything.
8nOut only remembers which of these screens you've already seen, so they don't keep coming back: in this browser on the web, on this phone in the Android app. That note stays there, so in another browser or on another device you may see them once more. We don't record whether you read them, skipped them or how far you got.
